Balance Room

The caption in the album reads "Balance Room" but the device the gentleman is using appears to be some type of electroscope. There are definitely two or three electroscopes on the table behind him. For example, there is a Lind electroscope just to the left of his head, and another Lind electroscope toward the right side of the window. These would be used for quantifying radium and/or radon sources. The gentleman in the photo is possibly Arthur Miller, Standard Chemical Company's specialist in calibrating radium sources
